A meridian is a great circle through the geographical poles of the earth. (the lines are vertical on a chart),
I think you meant close to the 45th parallel.
To answer your question, No.
"Half-way between the equator and the north pole" ... That's what the highway signs say.
(OBTW, it's the 45th Parallel. You may be thinking of the "Willamette Meridian," just NW of Portland, which forms the basis for all surveying west of the Cascades....)
