If these cards are available to anybody, what use are they?

Supposedly, as the story goes, since one needs some type of picture ID to obtain a library card, or open a bank account, these city-issued ID's will allow those who hold them to do so within the city limits.

And never to be used for things like getting a drivers license or registering to vote? Are you sure?
