Jonathan Turley, a very high profile constitutional scholar and dedicated liberal, this morning confessed to reading the Constitution and finding within its black letters a previously undiscovered 2nd Amendment. Like many academics, I was happy to blissfully ignore the Second Amendment. It did not fit neatly into my socially liberal agenda. Yet, two related cases could now force liberals into a crisis of conscience. The Supreme Court is expected to accept review of District of Columbia v. Heller and Parker v. District of Columbia, involving constitutional challenges to the gun-control laws in Washington.
His most compelling lines form the most compelling argument in favor of the Second Amendment meaning exactly what it says:
More important, the mere reference to a purpose of the Second Amendment does not alter the fact that an individual right is created. The right of the people to keep and bear arms is stated in the same way as the right to free speech or free press.

No right is created; it already exists. The Bill of Rights is intended to protect those preexisting and inalienable rights.

Beware this poison pill mischaracterization. No rights are "created" by the Constitution or Bill of Rights. They are simply guaranteed, and in some instances, but not all, specified.
While it may be true that this "legal expert" has seen the light, it could also be a case of laying the groundwork for repealing the Second Amendment should the SCOTUS rule unfavorably, i.e. correctly.
Everything not specifically granted to the government.

How is it that liberals believe that the 2nd amendment and only the 2nd amendment empowers the government while all others empower the individual.
