Who is this architect and how does he have this authority as to a ‘certificate’? It is not a building.
There is at present only an Acting Architect of the Capitol, Steven T. Ayers. The last architect (named to a ten year term) was appointed by Bill Clinton. Bush has been too busy to fill the post.
