MOSCOW. Oct 12 (Interfax) - Russian President Vladimir Putin has congratulated Russian Muslims on the Eid ul-Fitr holiday, which marks the end of the holy month of Ramadan, the Kremlin said on Friday.
"This holiday of moral perfection and man's aspiration for piety is an integral part of a centuries-old spiritual legacy. It encourages friendship and creativity, kindness and compassion, as well as assistance to those in need," Putin said in his letter of congratulations.
"Neighborliness, religious tolerance, peacefulness, justice, and care for friends have always been inherent to faithful Muslims in Russia notwithstanding ethnic origin or faith. These qualities are always lasting values," Putin said.
"I am certain that Russian Muslims will always contribute to the strengthening of peace, friendship, and consent in society, as well as to the strengthening of mutual understanding between people of various faiths," the letter reads.

Isn’t Chechnia mostly Muslim? If not them this may not make sense, but he has certainly had a problem with the folks down there.
“Beslan” means “peace” in Russian.
Chechnya is as peaceful as a graveyard.
Perhaps I’m off base here, but I thought Chechnia wanted to break away but Russia wouldn’t let them. Am I thinking of a different area?

The Soviet Union was the first state to have as an ideological objective the elimination of religion. Toward that end, the Communist regime confiscated church property, ridiculed religion, harassed believers, and propagated atheism in the schools. Actions toward particular religions, however, were determined by State interests, and most organized religions were never outlawed. Some actions against Orthodox priests and believers along with execution included torture being sent to prison camps, labor camps or mental hospitals.[12][13] Many Orthodox (along with peoples of other faiths) were also subjected to psychological punishment or torture and mind control experimentation in order to force them give up their religious convictions.[14][15]
Thousands of churches and monasteries were taken over by the government and either destroyed or converted to secular use. It was impossible to build new churches. Practicing Orthodox Christians were restricted from prominent careers and membership in communist organizations (the party, the Komsomol). Anti-religious propaganda was openly sponsored and encouraged by the government, which the Church was not given an opportunity to publicly respond to. The government youth organization, the Komsomol, encouraged its members to vandalize Orthodox Churches and harass worshippers. Seminaries were closed down, and the church was restricted from using the press.

Maybe Russian Muslims have been docile because the Czars spent several centuries hammering the remnants of the Turko-Tataric hordes into submission (and not the kind of submission denoted by the word "Islam"). Before that, said hordes had nearly destroyed the nascent Russian state. Some attribute Russia's pre-Soviet backwardness to the devastation wrought by the Turkic conquerors.
