Dr Rice and Mr Gates appeared taken aback by Mr Putin’s comments, made after he had kept them waiting for 40 minutes at his presidential dacha outside Moscow.

“We will try to find ways to co-operate,” Dr Rice said, frowning at Mr Putin as he spoke.

Without more context perhaps it's not fair to characterize Secretary Rice's statement as weak, but it certainly gives me the impression that it was not well considered. I don't see why she should be insisting on seeking cooperation with someone who is obviously being uncooperative.

Well, she tend to to do that. When push comes to shove, she buckles. Frowning and giving stern lectures will have no effect, because opponents know that they will not be put into any action.
