He said the program will lead to safer streets by cutting down on unlicensed drivers, who are more apt to be involved in accidents.Oh yeah. The minute they get the license they stop having accidents.
Could it be for some OTHER reason they have so many accidents.....'cause I'm not buying the line that having a license prevents wrecks.
