a. You can't fill a car's tank directly from a tanker truck.
b. If you could, how would you measure how much you're putting into each car?
c. Even if you could accomplish a and b, you would most likely be caught quickly.
So, given a, b, and c, what the hell is the dude going to do with the gas?

Take it to a station and sell it from the pumps. There are several of these “underground” stations around.

(If you aren't part of the solution, there is good money to be made prolonging the problem.)

"So, given a, b, and c, what the hell is the dude going to do with the gas?" Sell the whole load to a gas station for a couple of dimes.

what the hell is the dude going to do with the gas? Any double deck bridges around? Park that baby on the bottom deck, ignite, one collapsed steel bridge. 21 minutes to melt an overpass in Oakland.

I bet they have a warehouse in one of the industrial areas in the baltimore area where they can unload the fuel and sell it, or just save money by unloading it and then filling up their own cars

If he’s a wannabe suicide bomber, he probably already has the answer to that question.
