Anne Phipps acted after Rocky Smith spat at a 10-year-old black boy...and yet somewhere this week there was a story about a DA who refused to charge a bunch of blacks who attacked a white with a hate crime because the atttackers hadn't been heard to say any derogatory words durng the attack - it gets scarier and scarier when people can be punished for such vague and ill-defined offenses as "racism" and "hate crimes"......
