After all, if a state cannot tell the difference between people here legally or not by this license, how else can it protect itself but by assuming that they are all fake. Essentially, New Yorkers would then be unable legally to travel anywhere outside of the state.
That would create such a stink, that the governor would have to rescind his order.

Worth a try. But quicker than you can say “Mexico does not end at its borders” the ACLU would drag them into court and quote this:

Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State.”
What Spitzer is doing is diabolically clever. Even if the NY voters throw him out eventually, he could get an appointed position from Hillary (who has no scruples about hiring crooks like Berger and Spitzer), and the damage he did may be irreparable.
