Actually she voted no to cloture after a speech why she was going to do that. There was no vote on the bill, it was withdrawn, as I recall. It's a matter of public record if you want to check.

No votes don’t matter. If they don’t get 60 YES votes, the bill is pulled. Otherwise it goes to a period of debate and a final vote, where they only need 50 to pass.

That post of the voting results is incorrect.
The Senate website has intermixed the cloture vote information with the judicial nominee vote.
Maybe they will clear it up in a few minutes.

Odd, but maybe not surprising. This gives a lot of senators who were “pro-immigration” before to claim they have “seen the light”. It looks like most who have elections next year voted no. Maybe that was all this was, a way to get incumbents through next year’s primaries.
