Bear in mind that the orders (direct or otherwise) to abuse the rights of our soldiers are not coming from Congress, but the White House. This abuse is also something that the President could put to an immediate end by having a chat with the Commandant of the Corps.
Hate me if you want, kids, but this one really is Bush's fault.
