When are parents going to stop dropping kids off at the baby barn and take care of them? It isn't the responsibility of the baby farm to ensure that parents take care of their kids. IT is the PARENT'S RESPONSIBILITY.
In a country of 300,000,000 people bad stuff like this is going to happen from time to time. One of the worst cases of bad parenting I can remember is about 25 years some moronic woman was feeding a bear in Yellowstone and put honey on her 4 yo daughter's hands for the bear to lick off for a photo op. The bear bit off the kid's hands.
Let me slide away from the death/neglect part of this case for a moment. It can be assumed there was no father/husband in this woman’s life. Now, we can act like holy rollers and insult her all day long for it, but facts are facts. She either works...and takes the kid to day care, or stays at home and goes on welfare. Which do you prefer?
I realize that there are other solutions, like working at home, having family members babysit, etc...and I’d rather see people do them. But realize very few people LIKE taking their kids to day care.
Your last sentence BTW is an example of just moronic stupidity...I hate to say it but someone that dumb shouldn’t be passing their genes on. Not the kids fault in any way...don’t misunderstand me.

Probably....never.
The poor kids are being dropped off, and when one of them is not dropped off, and the baby barn does not receive a call from the parent - then the baby barn needs to give the parent a call.
People can argue about daycare all they want, but a simple phone call can change the outcome of situations like these.
