utilizes a seldom applied section of the criminal code

I don't know anything about Israeli law, but it sounds as if the private citizens are suing the gov't in a criminal action -- is that right? Is the WAQF also a defendant?

I wish them every success!

That’s what it sounds like, though a criminal action against members of the WAQF, which is affiliated with the Jordanian government, not Israel. Israel has allowed Jordan to manage the Temple Mount since the 67 war. Bad idea.
