Police: 9 Arrested In Men's Bathroom Sex Sting At Central Florida Mall

Men Would Tap Feet, Zip Zippers Before Acts, Chief Says

VOLUSIA COUNTY, Fla. -- A group of men, including a former candidate for mayor and a high school teacher, was arrested on charges they performed sex acts or exposed themselves in a Central Florida mall bathroom, according to police.

Investigators said nine men were arrested Thursday night in a Sears department store men's room located in the Volusia Mall. "These men would go into the men's room and they would tap their feet, zip their zipper, make all kinds of noises and even reach under the stall," Daytona Beach Police Chief Mike Chitwood said.

The men arrested included SeaBreeze High School health teacher David Behringer and former city Commissioner Mike Shallow.

"The undercover officer told me he actually tried to come under the stall, where he was actually looking up at the undercover officer while he was performing his act," Chitwood said. A 70-year-old man was also arrested during the 10-hour sex sting, police said.

"The bothering thing is that you are coming up on the Christmas season, so you are out there shopping in the mall and your kid wants to run to the bathroom, you have a bunch of sick, degenerate, vile perverts in there doing their thing," Chitwood said. Officers said the sting was prompted by tips from mall security.

"Of course, everybody denies, (and says) 'It wasn't us,'" Chitwood said. "We certainly didn't go there and entice anybody, and we didn't put an ad out."

I hope the department offers psych counseling to the surveillance officer. Ten hours waiting in a stinky stall waiting for homos to hit on you can rattle your emotional state.

Not always. A few years ago, I was shopping for clothes when a young woman came up to me and started a conversation. After talking for a few minutes, she asked if I wanted to see her twins. Expecting a picture of twin children, I said yes. She lifted her shirt and showed me her...twins.

I just laughed and told her she’d have better luck getting a reaction if she did it to a man.

Thank goodness we have a few people left who are willing to stand up and call it like it is. Sick, degenerate, and vile...kudos to Chief Chitwood. The protests will probably start tomorrow.

There is no greater form of recognition a police officer or employee can receive than a compliment from someone whose life we have touched and made better.

Commendations can consist of any form of recognition from a citizen's letter to the award of a service medal. Letters should describe the events or incident along with the officer or employee's name(s) involved. Please include the specific action which impressed you or helped you. The circumstances surrounding the employee's action will be considered when deciding the level of recognition the employee deserves. In all cases, especially letters of appreciation, the police employee and his or her supervisor and the Chief of Police are made aware of the outstanding performance and a copy of the letter

I would like to welcome you to the Daytona Beach Police Department’s website and to introduce myself. My name is Mike Chitwood and I am the Chief of Police for the City of Daytona Beach. Prior to coming to Daytona Beach, I served as Chief of Police for the City of Shawnee, Oklahoma, however I previously dedicated 17 years of service to the Philadelphia Police Department. 

The Daytona Beach Police Department is one of the finest Law Enforcement agencies in the State of Florida and I’m proud to lead the men and women that make this department extraordinary. I want to thank them for their tireless efforts as well as their unwavering commitment to rid our streets of crime. I’m reminded, on a daily basis, of the excellent work done by all divisions, members going above and beyond the call of duty on behalf of the residents and visitors to our City.

Ultimately our success depends on the partnership between the community and the police. Biography:  Michael J. Chitwood

On May 30, 2006, Michael J. Chitwood was sworn in as Chief of Police of the Daytona Beach Police Department. He had previously served for a one year time period as Chief of Police of Shawnee, Oklahoma, Police Department. He went there after serving for 17 years with the Philadelphia Police Department which consists of over 7,000 sworn members and is the fifth largest police department in the nation. During his career with the Philadelphia Police Department, he worked in patrol, tactical, narcotics and detective divisions. He was officially cited 58 times by the Philadelphia Police Department and received commendations for merit, heroism, bravery and the highest award – Valor. When he left the department to assume command of the Shawnee Police Department, he had attained the rank of Lieutenant. As Lieutenant, he commanded in the Special Investigations Unit and the Homicide Divisions. 

Michael Chitwood received his Bachelors Degree in management from Eastern University in Pennsylvania and is a graduate of the FBINA class of 2004. He is also a graduate of Northwestern University’s School of Staff and Command. 

While serving as Chief of Police of Shawnee, he launched many innovative programs. A bicycle patrol was formed to improve community relations, increase officer visibility, and reduce crime. A Police Foundation was formed to help the department advance in the area of technology. With the foundation’s help, the department increased training and purchased state of the art AFIS and Polygraph systems. The COMPSAT process was introduced as its crime fighting and crime reduction strategy.

Chitwood came to Daytona Beach via Oklahoma, but he comes from Philadelphia, where he and his cop father share the city's best-known name in law enforcement. Chitwood has a good reputation.

I am? I don't think so. In fact I am so disgusted with all this bathroom stuff I hope nobody even puts there foot near my side of the stall. I might stomp on it. You're quite right, and the more seasoned psychologists will privately agree...it's common knowledge that the American Psychological Association removed homosexuality from it's list of mental disorders entirely for political reasons....there was no scientific research to prompt or justify that change.

And medical professionals in all disciplines have to deal with the universally-negative fallout of homosexuality every single day.

Unfortunately malls are breeding grounds for this type of thing especially ones built with hotels in them. This is where the kids are and they are going to be taken advantage of one way or another.

They will go anywhere where there is any slight chance of people, and preferably children, will be disrobing and vulnerable.

It's terrifying to note that many 'parents' send their children off to the mall for the day and expect it to be their babysitter.

What on earth is wrong with people? I am glad you could laugh. I hope I would be able to. But if my young daughter was with me I don't know what I would have done. Maybe knocked her in the "twins" with my pocketbook. I can just see Sassy saying mommy why did that person show you her boobs... I am now trying to think of a good answer in case it ever happens to me. lmao.

Hopefully NASCAR fans and particularly parents will be very careful when going off-site....I would imagine that such disgusting behavior as this would never occur within the race facility, as the perp would likely be beaten to death before the police even got near.

Agreed...what a disgusting assignment for the officer.  We can all be thankful that there are people who will deal with such revolting things so that the rest of us can be safe.

I got my psychology degree in ‘71 before the cave-in to political correctness. We actually studied it. But I never used it because being a sounding board for people has always just been something that I’ve been able to do. Getting paid for it just doesn’t seem right to me.
