The ghost of Vince Foster has the car and he is using it to collect all the secret evidence about the 100 dead bodies (including his) that led to the Clinton White House.
The reason why this can't be true is because the Clintons and their coherts committed so many crimes while in power that it would take a fleet of trucks filled with incriminating evidence against the Clinton mob and its Arkansas Mafia.

Park police are cautioning people to keep windows up and doors locked if they are pulled over by someone in a Park Police cruiser who isn't in uniform.Good advice, but maybe a little naive to think that could be the only intent of someone with a stolen park police car.
