The Dems could very well pass this to show their kook base that they are doing something against Cheney and Bush. Of course the kook base is savy enough to know that there are not enough votes in the Senate to convict. They will quickly figure out that this is nothing more than an empty gesture by the party leadership to cover up their inability to stop funding the war.
On the other hand, putting the intelligence for the Iraq war on trial in the Senate would be great for the Republicans.

You're giving too much credit to "the kook base." They may know that Cheney would not be removed from office, but they would believe that a majority of the Senate would vote for conviction/removal. That way the Democrats could say that they did everything possible (within the law) to stop Darth Vader (a.k.a., Dick Chaney).
