"Some symbols, even though the Supreme Court has declared that in many contexts they are secular symbols, often still send a message to some members of the community that they and their traditions are not valued and not wanted. We don't want to send that message,"

The leap of logic here is ridiculous. Putting up red and green lights, or even a Nativity Scene, does not send a message to other members of the community that their traditions are not valued and not wanted. That is the logical equivalent of saying that I like vanilla ice cream, therefore I don't like chocolate ice cream.

Ooh, let’s apply the ice-cream logic back to the statement:

“Some flavors... often still send a message to some members of the community that they and their favorite ice creams are not valued and not wanted. We don’t want to send that message,”

The statement is now so ridiculous that the person should be sent to a nuthouse. Basic lessons in logic should be required for all lawmakers.
