No it's not....the place is economically depressed and many illegals have settled there now hoping fed dollars would give them jobs in the cleanup and rebuilding.

Unfortunately, for our uninvited non-English speaking / reading sponges, they were sold an empty dream not even beginning to understand the state-wide corruption in Dem-controlled Louisiana.

Those fed dollars have been channeled into Demoncrap businesses with services and work only being completed on the books. A well oiled machine of goobermint sponsored money laundering at the state level.

What got buried by the media, but perhaps unintentionally reported at the time, was that the governor and her husband, the real power behind the throne and a longtime Democrat good old boy, and his cronies kept delaying asking for Federal help, a requirement before the Fed can move, while squabbling over who would control the money. Then Senator Mary Landreau said they needed $250 billion, this while emotions were still high and information scarce.

The author shows his true colors with this stupid statement:

Perhaps the most serious blow to New Orleans' ailing criminal justice system is the recent election of former Republican Congressman Bobby Jindal as Lousiana's governor. Mr Jindal has boasted that he will turn New Orleans-which is already profoundly suffering from a lack of public resources-into a model of far right privatisation politics on such issues as education and healthcare.
