Three nabbed in Halloween night slaying (Alameda police say Oakland youths have gang affiliations)

ALAMEDA — Three Oakland teenagers arrested in connection with the slaying of a 15-year-old girl at an Alameda park on Halloween will each face a murder charge, police said.

The boys were taken into custody Tuesday morning after investigators served arrest and search warrants in at least two locations in Oakland, including a residence in the city's Laurel district.

Weapons and ammunition were also seized during the searches, including a .22-caliber handgun that police said may have been the one used to kill Ichinkhorloo Bayarsaikhan.

"We are still early into it, but we are confident that we have recovered the weapon," said Alameda police Lt. Art Fuentes.

A teenage girl also was detained during the searches and subsequently released.

Bayarsaikhan, a junior at Alameda High School, was hanging out with about 10 friends at Washington Park when five teenage boys approached and tried to rob them, police said.

The shooter fired five or six shots — some over the heads of the victims — and Ichinkhorloo was hit once in the back.

Investigators were still searching for two additional suspects Tuesday, Fuentes said.

The boys arrested are 15, 16 and 17 years old. Their names were not disclosed because they are minors.

Police said all three have gang affiliations.

A mother of one of the boys told CBS 5 news that her son had never been arrested.

"No, no," she told a reporter for KPIX. "I don't know what happened."

Fuentes declined to reveal whether the actual shooter was one of the boys arrested. He also declined to comment on how investigators identified them.

But in the wake of the shooting, police seized an AC Transit bus that they think the suspect and his companions may have boarded after they fled Washington Park. They also reviewed surveillance tape from nearby businesses, including the McDonald's restaurant on Central Avenue.

The slaying of Ichinkhorloo, who came to the United States with her family from Mongolia just over three years ago, stunned Alameda.

On Tuesday, the City Council adjourned its regular meeting in memory of the slain girl. Alameda Unified School District Superintendent Ardella Dailey said she was "deeply saddened" when she heard what happened to the teen, while Alameda High School Principal Mike Janvier called it an "absolute tragedy."

News of the arrests on Tuesday brought a sense of relief.

"All I can say is that it's good news," said Donna Fletcher, a spokeswoman for the school district.

"We all hope that this case will be quickly resolved," she added.

The slain girl's older brother also attends Alameda High School.

Teachers and others have set up a memorial fund to benefit the girl's family.

Meanwhile, students are expected to hold a moment-of-silence during Friday night's "Big Game" between Encinal and Alameda high schools.

Fry ‘em. Now. Not in 20 or 30 years after they’ve exhausted their appeals. Quick trial and summary execution.

Alameda and I would guess Oakland has some Asian gangs but the complete lack of mention of who the suspects are or even the mom’s name by the leftist mainstream media points in one direction. The girl was shot near some basketball courts that are often used by Oakland types. The Alameda main island is a man-made island with limited escape routes to Oakland. The main route in this area is through a dark underwater tunnel. The tunnel has a powerful psychological effect keeping Oakland and Alameda separate. Alameda has a small town mid-western feel to it yet there are drive by shootings 2 miles away on the Oakland side. Alameda is one of the most conservative towns in the Bay Area, at least by Bay Area standards. This type of crime is rare in Alameda, yet over in Oakland the cops are so swamped with murders and uncooperative witnesses that they often go unsolved. But not this time.

One Teen Arrested In Alameda Shooting Released

http://www.ktvu.com/news/14537064/detail.html

ALAMEDA — One of three teenage boys arrested Tuesday in connection with the killing of a 15-year-old girl Halloween night at Alameda’s Washington Park has been released from custody, police said Wednesday.

A 16-year-old boy was allowed to go home while police continue to investigate his role in the tragedy, according to an Alameda Police Department statement.

The other two boys, also 16 years old, remain in custody and will be charged in connection with the fatal shooting of Ichinkhorloo Bayarsaikhan on Halloween night in what police described as a robbery gone wrong.

Police raids on the boys’ Oakland residences Tuesday found several weapons and ammunition, one of which could be the gun used in the murder, said Lt. Art Fuentes.

“We have recovered several items of interest from the residences searched and are processing the items,” he said.

The suspects are not related but are friends, according to Fuentes. Police are searching for at least two more suspects and “will continue to investigate until we find all those responsible,” he said.

Bayarsaikhan was with about 10 of her friends when a group of about five or six male teenagers approached them and demanded their valuables.

“This was an attempted robbery and unfortunately we lost the life of a 15-year-old young lady at the prime of her life,” Fuentes said.

The shooting marked Alameda’s first homicide this year and has stunned the community and its law enforcement officials.

“This case has touched this police department, the city and the city government to the core,” Fuentes said. “We try to keep our emotions in tact when we are investigating these types of cases. Both professionally and personally, this case has touched many, many of us.”

The Alameda Police Department is continuing to ask for the public’s help in identifying those responsible for the shooting. The Police Department has set up a hot line that is staffed by an officer 24 hours a day.

Anyone with information regarding the shooting is encouraged to contact the Police Department at (510) 337-8381.

Hear no evil, see no evil, my boy certainly must not be evil.

This occurred about ten minutes away from our home. Alameda is an enclave, right next to homicidal Oakland. But we had just three murders I am aware of in the last seven years.

I think it is because our police, ever ready to stop anyone going over 25 mph (I do not exaggerate, this town is a total speed trap) are very proactive. The local newspapers record little but parole checks, and goodness knows they’ll pull you over if your seat belt looks loose. I don’t like that aspect, but, our crime rate is really low.

There are no gangs in Alameda that I am aware of, and I don’t keep my head in the sand. Of course some gangbangers may want to come through the tunnel and sniff around. They shot that poor girl in the back. I hope they get tried as adults.

RE: the three living teenagers whose lives are “shot to hell”, literally:

If the jury decides any of ‘em need the death penalty, I’ll volunteer for the firing squad, and help shoot ‘em to hell, literally. Ichinkhorloo, who came to the United States with her family from Mongolia just over three years ago, would surely still be alive if she and her family had remained in Mongolia. My wife’s cousin was murdered in Long Island, about ten years ago. He, too, would still be alive if he’d stayed put.

Any idea what time of day this happened? Not much “good” goes on after 11PM, IMHO.

I used to live in Alameda. A former garbage collector said there are some Asian gangs in Alameda that he would avoid but I’ve never seen any sign of them myself. Many have stories of being pulled over by the Alameda cops for the slightest reason but I suppose that’s a small price to pay to keep the Oakland crime out. The cops have to write enough tickets to non-blacks so it doesn’t look like racial profiling is going on. Thanks civil rights lawyers. At Webster and Buena Vista I’ve seen blacks repeatedly attempt to set up personal pharmaceutical businesses but the cops are very good at breaking it up.
