Geez, even the diner owner speaks in DCisms. Sounds like that old saw “mistakes were made” (by whom?). Gee, sir, you live in Iowa. Answer like an Iowan “Yes, Mrs. Clinton paid her bill and left a tip.”
There is no way it would be paid in cash, as the expenses would need be accounted for by the campaign. It would be a credit card, for which a receipt with tip amount should be readily produced.
There is a liar here somewhere. Is it a poor waitress working multiple jobs or is it the Clinton and her retinue?
I have been giggling, since I first heard this story, this morning.
My first thought? The busser (maybe even a non-English speaking person) could have pocketed the tip. Then the headlines hit the paper that “Hillary ‘stiffs’ poor waitress”, all over Iowa. Thousands upon thousands of people are furious.
She loses in Iowa. History is changed! Thanks to a little (non English speaking) thief.

If you are in the middle of a campaign and you leave a tip or you forget to leave the tip it doesn't matter.
The logical thing to do is say, "I am sorry, here is X times the tip just to make up for the confusion." Admit no mistakes on either side just give some money and get on with things.
In this case she calls the lady a liar. This isn't right.

I;m sure that if the bill was paid and a tip left that they would have a receipt. Do Democrat staffer is going to pay themselves for any amount.
It should be claimed as an expense and rules are you need a receipt.
