Its not what he is saying (IMHO). He advocates a consistent support of reformers pushing for consensual governments in MidEast, and not sending mixed messages. He is not offering a withdrawal, but does not support empty posturing. He says that it’s “always better to be quiet and carry a big stick, than strut with a toothpick.”
I think it is the religious leaders that are driving the people away from consensual governments. That is going to be a tough nut to crack.
