No it is not. The Corps of Engineers said they needed 5 Billion. The House and Senate added 18 BILLION in pork to it. That is why Bush vetoed it. Think about that for just a minute, a more than 300% markup. How much longer can we afford this? Bush was right to veto this pork laden bill, but politics as usual won the day. What a shame.

Congress is trying to buy its way to a 12% approval rating. Up from the current 11%.
