Can this laser vaporize clouds? I mean, to punch a hole in a cloud, or erase one, to prevent rain on a particular occasion...

Vaporizing clouds at thousands of dollars per shot is financially unsound. However, blasting enemy aircraft at over 100 miles range is VERY cost/effective. Even a couple of these babies in a theater means total air superiority.
