This one will explain how they use the 85th percentile to set traffic speeds that generate revenue. Typically, they post the speed limit below what 85% of people would drive on any given road. The first link explains what the 85th percentile is.

brilliant. like I said, it’s about the money not saving lives. same goes for cig taxes. They want to keep it at the sweet spot on the laffer curve so that revenues are optimal
