Lawmaker Avoids Jail On Sex Charge State Rep. Bob Allen Gets 6 Months Probation
State Rep. Bob Allen was sentenced Thursday to six months of probation for agreeing to pay for oral sex with an undercover officer in a men's park restroom.
Allen, found guilty last Friday of soliciting a prostitute, faced up to 60 days in jail and a $500 fine. Besides probation, the Republican from Merritt Island also was ordered to pay a $250 fine, undergo sexually transmitted disease testing and is not allowed to return to Space View Park, where the incident took place.
Allen was accused of peering over a stall at Titusville officer Danny Kavanaugh, then agreeing to pay $20 to perform oral sex on the policeman. Defense attorneys said Allen wasn't soliciting sex, but was suspicious of Kavanaugh and thought he was being robbed, so he went along with whatever the officer said until he could flee.
Kavanaugh and another undercover policemen were surveilling a nearby condo for burglars when they allegedly saw Allen stare at them and enter the restroom several times. Kavanaugh got a supervisor's approval to investigate, but was not recording the exchange because he wasn't planning a prostitution sting.
Kavanaugh said the seven-year state house veteran peeked into the handicapped stall when he entered for a paper towel, then went inside to join the officer.
He said Allen asked to go somewhere private, then testified telling the defendant: "I'm looking to get some money. Can you hook me up with $20?"
Allen, elected to the Florida House in 2000, has tried to pass tougher public lewdness laws.
Defense attorney Greg Eisenmenger was in court and could not immediately respond to a request for comment.

Some days I feel like quite the perv myself. Then I read about guys doing stuff like this in a public restroom and realize I’m about as innocent and clueless as a 45 y/o guy can be. Thank you God.

I don’t understand the attraction of A PUBLIC RESTROOM....how gross can you get? Can’t they go to a gay bar, or the escort section on craigslist for a ‘home visit’, or something???
Unfortunately, every guy now knows what goes on in these restrooms, and all of us had better be on our guard whenever we enter one.
The writing on the walls is no longer the quaint musings of whether or not this girl or that might be willing, it’s now all about homosexual trysts.
Public mens rooms are now dangerous places for heterosexual males, and if these fairies don’t find some other place to to do their deeds, someone is going to get hurt.
I guess they figure they can deny they were there for sex if it’s a mens room, hard for a “family values” type to explain why else he was in a gay bar but to pick up.
