I believe there has been speculation that Kerry’s discharge might have been changed to an honorable discharge during the Carter Administration.

Notice that Pickens has specified Kerry's military records for 1971-78.

Kerry's active duty service was from 1966-70. Given a six-year term, he would've been in the USNR only thru 1972.

It has been speculated that Kerry received a less-than-honorable discharge because of his interaction with the North Vietnamese while he was still a reservist. And that, subsequently, he got Jimmeh to clear the books, grant him amnesty and upgrade his discharge.

It would appear that T. Boone shares these speculations. Indeed, may be aware that they aren't speculations at all. And is willing to bet a million dollars on it...
