In reference to your graphic in #3, a layman's question. The Communist also have satellites in orbit. Weren't they concerned about their own satellites being knocked out by their own litter or were they simply ignorant at the time?
Or is it the obvious answer that pre-1994 (pre-Loral, Bernard Schwartz / pre-human toilet Bill Clinton's waiver to Loral), that with most all Chinese rockets failing, they were simply donks.
