I hate to tell you this, but the Voting Rights Act contains a ban on all literacy tests, as well as a requirement that states provide bilingual ballots.

"... a requirement that states provide bilingual ballots." I would assume that the one of the languages would be English? Does the Voting Rights Act state the second language that should be used on a bilingual ballot? If not I suggest it be Dadibi!
