Yes, I would make English proficiency a requirement for voting.

That would disenfranchise quite a few Cajuns in S. Louisiana.

Then they should learn English. Go to Mexico and ask for a ballot in a language other than Spanish. Go to get a driver's license there and demand an application in some language other than Spanish. They'll tell you to come back when you learn Spanish. And that's after, of course, they determine that you're legally in the country.

While you're at it, sneak across the border and demand welfare benefits and sanctuary status in Mexico. Or try it in Japan and see how fast they kick you out of the country. I swear, I think sometimes our country must have a death wish.

Voting is a privilege, not a right. People should have to be fluent in English to vote.

Why do you think otherwise?
