Actually, it technical terms a noose can take many forms. A noose can be a simple noose for use in a snare trap, etc.
What I think you are referring to is a Hangman's Knot which traditionally, has 13 loops around its "neck" which makes a thicker know....which facilitates a quicker breaking of the condemned's neck on the gallows rather than strangulation.

Even though I used to coach a football team that was half black/half white and regularly take black kids home to their Section 8 housing because their parents wouldn’t come get them. And be the only white guy in that neighborhood when I entered. Too much of a racist I guess.
Especially when I teach my two little boys knot-tying and how to tie a noose, if they ask.
Those that can, do. Those that can’t, teach. Those that can’t teach, administrate.
The solution: if white students are having a discussion, and a black kid comes along they should take their coversation elsewhere. Can't risk offending the blacks.

The principal may have his own opinions on this subject, however that matters very little.
He/She has to answer to the School Board.
People like Sharpton, and Jackson have made careers out of scamming off of racial differences. Using this tool, like a NOOSE AROUND THE NECK OF average WHITE AMERICANS (ironic, huh) , they have gained enough wealth and power to put a NOOSE AROUND THE NECK of politicians.
Yes, folks, Sharpton, Jackson, and others have told us all that they will HANG US BY THE NECK WITH A NOOSE if we use the word NOOSE ever again, and they are getting away with it.
So, the principal and the school board (not just in Lee’s Summit) are AFRAID that if they do not take action against the white student (HANG HIM OUT TO DRY) that there would be lawsuits.
MONEY LOSS, JOB LOSS. That is what this is all about. FEAR OF having things taken away from you. So, pick on the easy target, the little WHITE KID.
This subject (hate speech) could just as easily apply to HOMOSEXUALS, OBESE , INDIANS, CRIPS, BLOODS, MASS MURDERERS, CHILD MOLESTERS, ARABS, IRANIANS, IRAQIS, MEXICANS, ISLAMICS, etc...etc...etc

It's a bit of a semantic niggle (maybe I shouldn't say that, but I'm a niggler), but the knot is called a hangman's knot. It is a strong and versatile slip knot. It isn't a noose unles it's intended to hang someone -- or, in fairness, to imply the intent to hang someone. Like a gun or a knife, the knot itself is not a threat until and unless it's used to harm or threaten someone.

David Howard wasn't fired. There was a lot of howling, and he offered his resignation, which DC mayor Anthony Williams accepted. In a few days, sanity was restored and Wiliams hired Howard back.
It was silly that there was ever any controversy, but there's no need to make more of it than there was.
If overreaction were a legal cause of action, we could never build enough courts. And a whole lot of FReepers would be looking at judgments.
So one third of the population have an IQ of precisely 100.0000? I don't think I can buy that.
Of course, "precisely" is a pointless word when talking about something like IQ, which is inherently imprecise. There's a bell curve centered on 100 IQ, however determined, but few people will fall right on the mean. It's the same as height, weight, blood sugar, blood cholesterol, white cell count, or other human factors that can be measured precisely and objectively.

This reminds me of my old workplace. We’d come up with a new project or plan a business trip to some of the facilities. Two days later we would be redoing it all because the black guy went to upper management and complained about some trivial detail. Didn’t get the office space he wanted? Complained and got it. Didn’t get selected for the Florida trip? Complained and got it (I got bumped to the midwest trip).
Then there was the place I worked before that. In a shared office space, the black guy found a letter opener stuck in the ceiling tiles. It was obvious that someone had been tossing it trying to make it stick because of all the little holes. Well, obvious to everyone but the black guy. He claimed intimidation and demanded an investigation. He got it, of course. That incident ran off all the good techs.
Let’s see, anybody heard the song “Dang Me Oughta Take a Rope and Hang Me”, “The Old Home Town Looks the Same” Tom Jones singer. “Hangin Tree”, Marty Robbins. When I was a kid and we played cowboys a noose was part of our old west heritage and culture. It was something good guys used to give justice to cattle rustlers. I can remember metal lunch pails with western scenes which included a noose. I refuse to cave in and give up parts of my culture that another race wants to co-opt and brand as evil.
