Here in the Republik of Western North Carolina, the illegal that hit me had insurance and a license thanks to his matricular ID. Western NC has a high illegal population.

The same argument was used in Illinois as the motivation to convict a former governor of corruption from when he was the Secretary of State (they run the DMV). The only thing different was that in that case something fell off the back of the guy's truck and struck a mini-van containing two parents and six children. All six kids died in a fire that resulted from the object striking the van.
