Sounds like a mission for the State Department. Start up a Radio Free Iran (if it does not already exist) and broadcast this culturally disruptive music to the Iranian youth.
An added benefit would be to have pro-democracy lyrics.

Iran has five jamming frequencies listed for *this* time period.
(Other countries include China, Cuba, and NK, plus an unknown)
