The statistic was immigrant households as a whole --legal and illegal.

"...Of America's 39 million immigrants, representing 12.6% of our total population, at least 12 million are illegal. Most, but not all, come from Mexico and Central America..."

And 13.3 million of the entire 39 million (including virtually all of the 12 million illegals) don't have health insurance. This is reasonable to believe.
