First, the average SWAT team member knows next to nothing about ballistics.
Second, ask the guys coming home from Iraq about the 9mm. It doesn't work on crazy Jihadists. The .45 still stops lunatics in their tracks.
Third, ask the guys coming home from Iraq about the 5.56. They will also tell you it is too small of a round for effective combat.
PS: Remember, the 5.56 was the brainchild of Robert McNamara and bunch of over-educated elites that never shot a weapon in their life. It was a vanity project.
Yet for some reason the 5.56 continues to be adopted by country after country.
I read this month’s American Rifleman and the Swiss had ammunition trials. The 62 grain 5.56 won over the 6.5.
I fear I was unclear..
They opted for 14 inch 5.56 colt commandos rather than 9mm or 40 cal HKs, which they could have gotten.
The FN P90 is always a good idea. I'm just not sure if that's a good price for a used one. It might be, if it comes with a couple cans of ammo, or a truckload (actually, just a big bag) of extra mags.

I think the idea was found to be unfeasible way back in 1918 with the Petersen device for the 1903 Springfield.
Why carry the equivalent of two rifles into a battle or one rifle with spare parts for a different caliber.
The ability to use use ammunition used by allies, such as 9mm in our otherwise .45 weapons.
Better performance using the basic action but different calibers, such as the 6.5 Grendel, the 6.8 SPC and the .50 Beowulf uppers on the basic M-16 action.
The 6.5 Grendel uses almost all standard M-16 parts, inc. magazines, but it’s ballistics are so good that out past 600 meters, it has more energy than a 7.62 x 51 (NATO) round!
For close in work, the .50 Beowulf has muzzle energy in the area of 3000 lbs, all on that same M-16 action.
