Heh...

I only wish we had an intelligence agency capable of pulling off something like that.

Chavez is going to “win” this. Not that he is going to get the most votes, but his people are going to be the ones counting the ballots, so you can rest assured they will make sure their fellow citizens have voted “correctly.”

The reform also proposes the introduction of Community Councils, where residents decide how to spend government funds.

These councils are central to the government campaign to support the referendum, with Mr Chavez stating that power would not go to him, but to ordinary Venezuelans.

Lenin said the same thing. The autonomy of these soviets (i.e. workers councils) didn't last long.
