Until eclipsed by the murder of Officer Chuck Cassidy, it was a jarring crime that rattled Center City - and seemed to signal a kind of open season on police. In an apparent hit attempt, a gunman fired into a parked car at 15th and Sansom Streets, wounding two men and a woman, then shot three times at a pursuing police officer. --snip-- Convicted of killing a 6-year-old girl in a 1994 shooting, Whitaker was released after serving 11 years.

Several weeks before his Center City rampage, narcotics cops had locked up Whitaker again, this time when he was found with prescription drugs after a search on the street. But he walked after prosecutors dropped the case.

When people finally come to the realization that it is part of their genetic makeup, they’ll put a stop to it. All gangs should be made illegal and gotten rid of. A massive sweep of the citys, I believe, are in order. We have lost many of our major cities to these types of people. Los Angeles is about the same today. When will this country stand up for what it really believes in and take it back.

But you don’t understand, some of these confused individuals come from hurtful backgrounds.

If we just show them a little compassion (like letting them off of criminal charges, funneling grotesque amounts of money in aid programs, set aside jobs, social promotion, etc.) then surely they’ll show compassion back to society.

Just FYI I had just crossed the corner of Sansom Street when these shots were fired. It sounded like cannon fire, which is why I wasn't certain it was gunfire. Officer Santiago (later shot) was in front of me with a street work crew. He was reacting and approaching the corner as some young people came out of Sansom Street and told him there was a "shooting in the street". I kept going as I am not impervious to a stray bullet.

The Center City area is pretty safe, but with Mayor Street there hasd been an increase in street people, and with violence escalating in the city it was only a matter of time before a Center City shooting took place. It really is quite a lesson to see the effects of bad government management in a place you have worked for years.

Build large prisons in the deserts and lock them up. It would be much better to pay for that than pay for the rehabilitation that they don’t want. Hard labor, no TV’s, radio’s, newpapers, books, nada. Give them a sledge hammer and a pile of rocks to work on. If they are involved in a shooting, they should get life.

The DA's office in Philadelphia looks for reasons or rather excuses to avoid getting tough on crime.
