Some Chicago suburban officials (Harvey, IL) have recently been indicted - and WILL BE CONVICTED (Fitz doesn't lose) -- for basically doing the same thing Rooty did with NY City funds, the NYPD and City Credit Cards.
So in the very near future me thinks Rooty will be looking for a 'favorable poll' from 12 jurors of his peers.
