Depends on your definition of where the border is. Some of the segments of the fence that is being discussed are in some cases, a decent ways away from the actual border (DHS has given varying reasons for the need to push the fence in further). That is partly why people are upset - it is in effect splitting up their land and by default giving some of it to Mexico, since they will be cut off from it.
