George W Bush makes plea to Kim Jong-Il

Six years after branding North Korea as part of the "axis of evil", President George W Bush has made an unprecedented personal appeal to Kim Jong-Il, the North Korean leader, to disclose and disable his nuclear programme.

The letter, on Dec 1, which the White House described as Mr Bush's first direct communication with Kim, came amid growing concern that Pyongyang will not meet a Dec 31 deadline to reveal all about its nuclear agenda, 15 months after it stunned the world by testing a nuclear device.

Relations between the US and the Communist state have improved in recent months after North Korea began disabling its main reactor and two other facilities under the watch of US experts.

Mr Bush's letter, which begins "Dear Mr Chairman" is the latest sign of a softening of Washington's approach to North Korea after years of isolating the Stalinist regime. The president also wrote to the other world leaders participating in the international negotiations on North Korea's weapons plans.

The correspondence comes amid criticism of Mr Bush's handling of the stand-off over Iran's nuclear programme after a new US intelligence report stated that Teheran had halted its atomic weapons efforts in 2003.

The White House has admitted that Mr Bush was told in August that Iran may have suspended its nuclear weapons programme. Yet it continued to use inflammatory rhetoric, including raising the spectre of "World War III" if Iran developed the bomb.

The president said the intelligence report had not changed his mind about Iran, which he said needed to come clean over its nuclear activities.

Yesterday the White House also announced that the president will follow the tradition of roaming the world during his last year in office. His itinerary will include his first trip to Israel and the West Bank.

Jung-Il ought to agree to a buyout. We’ll pay him a billion dollars. He agrees to step down, let the North become part of the South, and that he will have no role in politics.

I guess that Jorge bit off more than he could chew back when he made that statement. The next step is to cozy up to Ahmedinejad.

The NorKors are back to playing the old game of stalling and trying to limit what is revealed and inspected. This type of thing has gone on since the early 1990s during GHWB.

To completely disarm the DPRK would have to declare it’s Plutonium and presumably put under some kind of international monitoring at the least.

On top of that the reactors and waste at Yongbyon need to be examined to determine how much Plutonium was produced in the first place.

Here is a good example of a PATRIOT REALIST South Korean Presidential Candidate [Lee Hoi-chang] taking on a C.I.N.O. (CONSERVATIVE IN NAME ONLY) Presidential Candidate [Lee Myung-bak], right there in Seoul yesterday. This has many parallels to the Bush detente with Kim Jong il.

Independent Lee Hoi-chang, meanwhile, lashed out at Lee Myung-bak, calling him a "fake" conservative. He said, "Inter-Korean relations can succeed only when we have solid principles. But Lee Myung-bak changes his words in every different situation." Lee Myung-bak called for flexibility in handling inter-Korean affairs. "I'm not saying I would halt aid to North Korea," he said. "I'm saying I would continue aid while trying to convince the North Korean leader that the abandonment of North Korea's nuclear program would benefit its people." Lee Hoi-chang retorted, "Who would give up nuclear ambitions when the other side is continuing to offer aid and money? We need to draw a clear line between what we can do and what we cannot based on mutuality. We should let the North know that it will suffer if it refuses to establish a nuclear-free Korean Peninsula."
