Looking at www.timeanddate.com, it appears that Venezuela's new timezone will have the same time of day as Newfoundland during Newfoundland's daylight savings period, which is most of the year. In 2008, the clocking readings in Venezuela and Newfoundland should be the same from March 9th until November 1st (unless, of course, Chavez suddenly decides that Venezuela also needs to use DST.)

Last night I was watching a spanish talk show which had a guest on who met Chavez back in ‘97. He said that Chavez came on another talk show and told a story about how would sit every morning at the breakfast table with am empty chair beside him because he felt that Bolivar’s spirit was with him eating breakfast. The audience was laughing along but this guy knew that he was just plain crazy.

C'mon, Hugo. By offsetting your time exactly half an hour, you're still subjecting your country's clocks to the rest of the world's concept of what time it is. Be a man and offset your time zone 21 minutes and 38 seconds.

I'll say this about the reporting, there is nothing "unique" about a half-hour offset time zone.
