Not quite. It was occupied by NATO on Slick Willy’s watch, but the NATO occupation was in theory tasked with producing a democratic multicultural Kosovo. On Bush’s watch the decision was taken to just watch while the last Serbs in the Serb’s ancient homeland were hounded from their homes, and scores of Orthodox churched desecrated and destroyed. Bush could have reversed the policy upon his election, or as part of the Bush doctrine of “either you are with us or with the terrorists”. Instead in Kosovo the US is still on the side of the terrorists.
Evidently pravoslavniphobia* is more important than anti-terrorism as a policy consideration.
