Ban urged quick action as negotiators worked on a final conference decision document. A version obtained by The Associated Press on Tuesday included guidelines for industrialized countries to cut their emissions overall by 2020 by between 25 percent and 40 percent. Fact is that if the industrialized countries cut their overall emissions by 40% by 2020 the increased output by the developing world will insure that CO2 concentrations will continue to increase. They know this of course but it doesn't matter because the developed world will be crippled financially and that is all that matters.
