It's for the same reason why PETA targets little old ladies wearing fur coats and not Bikers in leather jackets.
Deportation should be the order, not driver safety. Law enforcement should aggressively enforce traffic law violations against illegals. Local law enforcement should cooperate with ICE to facilitate detention and deportation. The illegals will get the message and improve their driving skills.
Not all the people involved in the accidents or crimes are illegal. (Obviously if convicted of a crime the culprit should be imprisoned then deported.) Most do have green cards. But the lib press around here refuses to mention whether the ones involved in crimes or accidents are illegals. I suspect that the many of the culprits are in fact illegal.
As an aside but also relating to insurance, Hillary said her health plan which mandates people to insure themselves but also said that her plan would not cover illegal immigrants, i.e. illegals would not be mandated to insure themselves.
