I appreciate Mr. Huckabee’s position on not punishing the children of illegals and, instead, giving those children an opportunity to become citizens.

Technically, those scholarships would not be given to illegals as citizenship was a requirement to receive it.

Would it be considered "Punishment" to send these children back to their country of origin?
