You mean if you're an illegal alien in the UK, its a pardon from deportation card if you're a criminal? Oh my!

and Senator Spector (sp?).
With their great reverence of "foreign law".

I’d guess this is more an issue of resources then of the betrayal of western culture this thread is already beginning to lean towards. Finite staff, budgets, and time vs an open ended number of investigations, due-process hearings, appeals in British courts, appeals in EU human rights courts, etc.

If this is correct you’d naturally triage the cases and concentrate on the more serious targets, which means letting the petty offenders slide.
