It is my belief that there are still many uncertainties with regard to climate change. However, I also believe that the potential risks of climate change warrant study, research and technological development.

What part of "we don't know if there's a real problem, so let's study it to be sure one way or another because there is a risk involved" isn't conservative?

I do this all the time as a manager -- it's called risk mitigation, and you pay an upfront cost to minimize the chances of a much, much higher cost problem coming later.
