You are right: “Nov. 4, 2002. AVIC I Commercial Aircraft Co. Ltd. (ACAC) of China today signed a cooperative Letter of Intent with GE selecting GE’s CF34-10A engine to power the ARJ21 regional jet now in development.”
This is what a CF-34 looks like when it comes apart in-flight.

The flight left Denver and about 50 miles out had a, um, minor problem when it shed a fan blade and the forward cowling from its left engine.
CRJ's and A-10's don't have their CF34's mounted way high for looks.
And how do you have a "first Production" plane for an airframe that has never flown before.
Shouldn't there be some prototypes first before production begins?
Good thing there is no problem too big that is can't be solved by throwing more money at it.
