Schwarzenegger announces fiscal emergency to cut budget

Gov. Arnold Schwarzenegger on Friday said the budget proposal he will release next month will come wrapped in a fiscal emergency declaration, a move that will force lawmakers to tackle California's darkening budget picture months earlier than they otherwise might.

The emergency means lawmakers will have to reopen the budget the governor signed in August and consider almost immediate cuts to schools, prisons and aid programs to the poor.

Any state budget cuts to education or social programs — which account for more than three-fourths of the state's budget — are likely to draw criticism from Democrats, who control both houses of the Legislature.

Well, to his credit, he is trying to cut spending, instead of raising taxes.

As I said, when I posted an article about Huckabee's record -- Schwarzenegger is more fiscally conservative than Huckabee, who cheerfully raised taxes "for the children". Huckabee is way to the left of Schwarzenegger on taxes and spending.

No! He just raised more taxes than Huckabee - $14 billion. But the Dems are not going to approve $14 billion worth of real budget cuts. Dream on!

75% of state spending is either on education or social programs? I bet he could cut social programs in half and the “poor” wouldn’t even notice. But a lot of bureaucrats would be out of their cushy jobs.

That’s a long-term solution. Tax cuts do deliver more revenue but only as a delayed reaction. We all know that “cut spending” means only a less dramatic increase in the rate of expansion. So I propose dramatically increasing taxes. That will bring in the needed revenue, but it also will crush the economy, fulfilling the yearning desire of Californians to cut carbon dioxide emissions and leading to dramatic revenue declines next year. Repeat indefinitely until voters elect a sane government.

Hogwash! In all of the mumbo jumbo in his announcement, he fails to encourage ANY reduction in spending, only saying that revenue and spending need to be brought in line. He goes on to blame the current problem on the housing market, the fires, delay in finalizing tribal gaming compacts, etc. Just a few months ago, he was touting this budget as being "balanced" and having the largest reserve in history which was an outright LIE. Republican legislators and the Legislative Analyst told him so but he went right ahead and passed a bloated budget (that HE had proposed). Instead of heeding their warning, he trashed them all in the media and told them privately that he didn't want to hear any "bad news," only "good news." Sometimes I think Arnold really believes he is an action hero!

He is now setting up for fee increases and Public-Private Partnerships to solve this "crisis," a crisis that HE created by his reckless fiscal management from the first day he took office and adopted Gray Davis's borrowing schemes (at double the amount!)

What??? The state of Californian is drowning in red ink ($18 billion at least)and this idiot wants to spend $14 billion on a socialized healthcare scheme. Where does that fall under "fiscal conservatism" ????

Even Huckabee’s willingness to raise taxes can’t make Arnold look conservative—or responsible, for that matter. Or even a “moderate” Republican! He should just change his name to Shriver... or Kennedy.

I notice that he’s trying to lump this “fiscal emergency” plan in with his socialized ArnoldCare program. He and Fabian are two peas in a pod.
