Perhaps. What about, say... TU-22M Backfires, Korean “Long Dong” and Shahab-3’s aimed at your particular city? You’d leave?

Truth is, some of those are already aimed at us. Will they fly? Perhaps not, some can’t get here, and the Russians aren’t ready to nuke us just yet. The Chinese are preparing to though.
Leaving one place that’s unsafe for another unsafe location is playing dice with your life.
While the Israelis are a tough people, I don’t think they play dice games like that. They know and understand that they must meet, and defeat force used against them with an OVERWHELMING display of force and destruction.
Americans have gotten used to the “Let’s be polite and move back after we kick their ass” routine.
Having been to some of those countries, I can tell you for a fact that there is nothing worse that religious zealots intent on killing every living man, woman and child in your country. They have no qualms about dying for their religion either, and I’m thinking the Israelis have no intention on allowing themselves to be killed either.
They will fight to the last man, woman and child - Just as you would for America if it came down to it.
I do need to point something out...

This is not a case of planning “evacuations”, this is “Preparation in-place” (something I teach myself). If you’re in the position of not being able to quickly leave an area of danger, the next best thing to do is hunker down and SURVIVE first.
This is what the Israelis will do, based on several things. Their history, previous experience with these sorts of wars, and the fact that they are land-locked by enemies. Sure, they have an ocean, sure they have a Navy, Air Force, and a massive ground force. And most of them in the military are now Vets of combat of some sort or another (even the civilians are ‘trained’ to an extent).
No, Israel isn’t going to run away.
